Benefits Position/Program Information DEPARTMENT OF PUBLIC HEALTHTRANSFER OPPORTUNITY ANNOUNCEMENTTRPHxxxx2 Bureau of the Medical Director/Disease Control The Chief Physician II will serve as the Deputy Medical Director for the Department of Public Health and will direct the Division of Medical and Dental Affairs. This is a senior management-level position located in the Department of Public Health. This position reports to the Medical Director, Public Health (UC) and oversees the direction of the Medical Affairs Program, Health Care Consumer Protection Program, Clinical Community Engagement, Oral Health Program, and Public Health Investigation Administration. Essential Job Functions
Directs, through subordinate program managers, the planning, implementation, administration, coordination, monitoring, and evaluation of operations and services of the Division of Medical and Dental Affairs; formulates plans, policies, and objectives for the division.
Assists the Medical Director in the planning, implementation, coordination, monitoring, and evaluation of medically related operations and services of Disease Control Bureau.
Leads special projects of high priority for the Medical Director/Bureau, with delegated authority as deputy Medical Director
Assists the Medical Director, Public Health (UC) in coordinating medical operations and activities to ensure services provided meet federal, state, and local requirements and to ensure consistency of standards, operations and decision-making.
Assists the Medical Director, Public Health (UC) in consulting with administrative and medical managers in all areas of public health operations concerning medical policy, standards of medical care and the implementation of changes in federal and local laws, ordinances, regulations, and statues pertaining to personal and community health standards.
Leads efforts to engage the medical community of Los Angeles County in areas that are likely to have high impact on improving or protection the health of persons in Los Angeles County, to include promotion of high-value clinical preventive services, protection against harmful practices, and strategies that limit waste of limited medical resources
Develops and implements strategies at the community and systems level that will improve the performance of the health system in Los Angeles County
Provides medical expertise on issues of population health and preventive health including: social determinants of health, public health risks and threats, clinical prevention and education strategies to physicians, hospitals, Public Health programs, external health agencies, and the public.
Promotes the use of medical and population health data in assessment, policy development, and program planning and evaluation through collaboration with other agencies, organizations, groups, and individuals.
Chairs the Medical Executive Committee to provide guidance and coordination for all matters affecting the practice of medicine within the Department of Public Health including the Credentials and Privileging process.
Directs the preparation and administration of the divisions budget, including the development of budget recommendations and priorities, and the implementation and monitoring of the approved budget for the division.
Oversees the development, planning, and evaluation of strategies to promote the adoption of evidence-based clinical preventive services and public health strategies to the medical community.
Reviews clinical service delivery within the Department to assure it is based on the best available evidence and is consistent with community standards of care.
In the event of public health emergency, serves as a member of the Incident Command System or performs other duties within the scope of a Chief Physician II Requirements REQUIRED QUALIFICATIONS
Excellent written and oral communication skills
Board certified in Internal Medicine, Pediatrics, Family Practice, and/or Preventive Medicine
A masters or higher-level degree from an accredited university in the field of public health- OR- 5 years of leadership experience working in the public health field. DESIRABLE QUALIFICATIONS:
2 years of highly responsible and complex leadership, management, and administrative responsibilities
At least two years of clinical practice in primary care (Family Practice, Pediatrics, Primary Care Internal Medicine)
Experience working in a public health organization
Leadership experience in the area of health care reform and/or health system re-design.
Proven ability to lead multidisciplinary teams
